ESI completed a Contamination Screening Evaluation (CSE) for a proposed, 4-lane, limited access highway from the SR 23 (Brannan Field Chaffee Rd.) / SR 21 (Blanding Blvd.) interchange in Clay County, to the I-95/SR 9B interchange in St. Johns County. The CSE was completed in accordance with the FDOT PD&E Manual, Chapter 22 to evaluate six (6) possible alignment alternatives that comprised approximately 23.5 to 33.5 miles (depending on the alternative selected) for an intended new, 4-lane, limited access rural freeway, and a new 4-lane crossing of the St. Johns River, all of which would be an addition to the Florida Intrastate Highway System (FIHS). |
Specific areas of environmental concern in Clay County included proposed interchanges at Blanding Boulevard, at three (3) locations along the length of SR-13, and at areas surrounding Reynolds Industrial Park.
